  4. Cloud Based DBS Processing Platform

    Description

    Essex County Council (ECC) is seeking information from suppliers who can provide an existing, fully developed, cloud based DBS processing platform to support its HR Shared Services Team. The team delivers recruitment and vetting services for ECC and external public sector customers.

    ECC is an established DBS Registered Body, Umbrella Organisation, & a Responsible Organisation and will continue operating in these capacities throughout the contract.

    All DBS applications must be submitted under ECC's Registered Body identity, with counter signatory duties remaining with ECC. The supplier will act solely as a processor and platform provider.
    The platform must support Basic, Standard and Enhanced DBS checks, provide comprehensive reporting to support invoicing and financial processes, offer customer self service capability, and operate with minimal impact on ECC's infrastructure.
    Suppliers must demonstrate appropriate business continuity arrangements (excluding any DBS initiated eBulk suspension) and provide training and knowledge transfer at mobilisation to enable ECC to train system users.

    ECC's current contract ends on 30 September 2026, and this early market engagement is being undertaken in preparation for that expiry.

    We aim to understand market capability, implementation timescales, indicative costs, and interest ahead of issuing our formal Request for Quotation (RFQ).

    We are keen to identify suppliers who wish to be included in the RFQ process.

  7. TD2330 - Security Services

    Description

    Derby City Council (The Council) is undertaking this procurement to establish a Contract for the Provision of Security Services. The successful Service Provider awarded the Contract will be responsible for providing the service for Derby City Council and Derby Homes.

    The procurement will be run under the Competitive Flexible Procedure. This will consist of two (2) stages:

    Stage 1 - Invitation to Participate
    This will be the PSQ stage that suppliers complete to be set up on the Central Digital Platform such as their economic and financial standing and their technical/ professional ability. The Council will also ask scored and weighted questions to arrive at a shortlist of a maximum of the five highest scoring suppliers to take to Stage 2.

    Stage 2 - Invitation to Submit Final Tenders
    Suppliers successful from Stage 1 will be invited to submit their tenders which will consist of their pricing, quality and social value methodologies.

    Due to the potential impact of the Local Government Reorganisation this value may rise from Year 3. Therefore, the total contract value may rise to ยฃ10,504,120.29 (Excluding VAT) ยฃ12,604,944.36 (Including VAT). These figures are estimations and due to only being in the early stages of the process the Council cannot give any commitment on these figures but would like to build scope into the Contract should the need arise.

    If Suppliers are successful and invited to Stage 2, they will be required to demonstrate how the additional requirements could be accommodated and to provide indicative pricing for potential future increases in provision. This information will not be scored but will be used to inform forward planning and ensure the Contract remains scalable and flexible.

This project shall support the UK's ambition to establish a secure and resilient supply of High-Assay Low Enriched Uranium.
