HMRC Competition to Tackle Deliberate Evasion and Help Close the Tax Gap
Closing the tax gap is a key strategic priority for HMRC. In the 2023 to 2024 tax year, the tax gap is estimated to be 5.3% of total theoretical tax liabilities, or Β£46.8 billion in absolute terms. This is driven by a range of customer behaviours from simple error to deliberate evasion. Identifying deliberate evasion is inherently difficult across a very large population of customers. By its nature the intent of deliberate evasion is to hide and deceive. This can lead to sub-optimal targeting of investigations by HMRC which impacts HMRCβs ability to close the tax gap and increases the burden on compliant customers. Being able to identify deliberate evasion accurately at population level will improve HMRCβs approach to managing the tax gap and reduce the impact on compliant customers.
This competitive procurement will invite novel and innovative solutions to closing the tax gap within a customer group on the theme of tackling evasion behaviour. The competition is open to all registered businesses.
Potential solutions may include (but are not limited to) analytical techniques and data that can help identify indicators of potential evasion in HMRCβs risking processes. However, this is an open competition, and HMRC would like to explore a range of innovative solutions that can contribute to the primary objective of closing the tax gap.
A multi-stage competitive flexible procedure will be used with features designed to support innovation, encourage participation especially from Small and Medium sized Enterprises, and to enable HMRC to implement a solution to the problem statement.
The first round submission will comprise of a short proposal and mandatory exclusion criteria. Bidders selected to proceed to further rounds will receive funding to support them through the rounds of the competition. There will be a funded pilot phase as part of the competition. Bidders are encouraged to join the launch event on the 21st July to learn about the stages of the competition. A full detailed description will be included in the tender documentation and further funding updates will be added to this page once available.
A launch event introducing the problem statement and the detail of the competitive flexible procedure will be held virtually, via Microsoft Teams, on Monday 21st July 2025 at 11am to 12:30pm. Bidders must register for HMRCβs SAP Ariba eSourcing portal (see below for details) and complete the registration form to register for the launch event by 3pm on Friday 18th July.
Late requests to join the event may be considered up to 10am on Monday 21st July.
The launch event will be recorded and the recording will be available to all bidders who enter the competition on SAP Ariba.
For queries about this competition, contact innovationaiteam@hmrc.gov.uk.

Bristol Temple Meads Station Innovation Zone β Year Four
Connected Places Catapult, in collaboration with Network Rail and funded by Innovate UK, is excited to announce the fourth year of the Station Innovation Zone (SIZ) Competition. The SIZ programme supports SMEs to develop and trial new ways of improving various aspects of the passenger experience, with Bristol Temple Meads as the testbed site.
The SIZ funding programme takes a two-phase approach. Phase One, starting in November 2025, consists of up to 8 SMEs receiving up to Β£4,000 each to develop a trial plan for their solutions at Bristol Temple Meads, working closely with colleagues at the Catapult and Network Rail.
Upon completion of these trial plans, up to three SMEs will then be chosen to proceed to Phase Two where they will move forward to live trials over a six-month period at Bristol Temple Meads, each receiving up to Β£45,000 to support deployment at the station.
All successful applicants will also receive business development and technical trial support as well as the opportunity to showcase their technology at relevant industry events.
The Station Innovation Zone competition aims to reduce barriers to innovation and serves as a showcase for rail technology innovators, buyers and investors. The aim is to craft a station of the future that embodies local identity, fosters inclusivity, and improves transport for all.

Required:
Open to UK-registered small, medium or micro-sized businesses. Innovations must be at least TRL (Technology Readiness Level) 5 or higher. Solutions must address one of the identified challenge areas. Applicants must be willing to travel for meetings in Bristol. { const el = $refs['accordion2']; const top = el.getBoundingClientRect().top + window.pageYOffset - 80; // adjust offset window.scrollTo({ top, behavior: 'smooth' }); }); } else { selected = null; } "> Challenge 1: Station weather resilience
Station weather resilience:
Predicting, preventing and responding to surface condensation
Innovations to help combat condensation on station floors that can lead to slips and falls. Solutions should reduce the need to place matting on the ground, and making public safety announcements.
In certain weather, air condenses and reaches βdew pointβ, resulting in station floors getting damp; reducing slip resistance.
Solutions should consider the heritage status of the station building, and the accessibility needs of all passengers. Multiple solutions may be required to address the issue in full, so applicants are encouraged to show willing to collaborate with other innovators.
{ const el = $refs['accordion3']; const top = el.getBoundingClientRect().top + window.pageYOffset - 80; // adjust offset window.scrollTo({ top, behavior: 'smooth' }); }); } else { selected = null; } "> Challenge 2: Improving the interchange experience
Improving the interchange experience:
Addressing passenger rushing, and reducing anxiety
Solutions that enable passengers to feel relaxed, prepared and in control if there is a change to their service, a delay or cancellation when interchanging between trains or moving to another mode of transport.
Systems should ensure that conflicts between the needs of those stationary versus those moving both fast and slow can be reduced, when a designated platform changes shortly before a train arrives.
Solutions aimed at changing passenger behaviour to help reduce anxiety could include physical innovations at stationsβsuch as the use of light, sound, or other visual stimuliβor digital approaches, including augmented reality.
{ const el = $refs['accordion4']; const top = el.getBoundingClientRect().top + window.pageYOffset - 80; // adjust offset window.scrollTo({ top, behavior: 'smooth' }); }); } else { selected = null; } "> Dates, briefing and support

BizHack
Using all the resources provided and your knowledge of business management, recommend a strategic plan to ensure the sustainability and long-term growth of FreshServe Ltd. for the next five years.Β
Β
Resource 1 - Newspaper Article βFreshServe Ltd. Fights Urban Food Deserts with Accessible Meal Kitsβ
FreshServe Lid. Fights Urban Food Deserts with Accessible Meal Kits
FreshServe Ltd. has been on a mission to provide meal kits to low-income areas lacking access to fresh produce. Founder and CEO Ahmed Malik started the company after witnessing the effects of food deserts in his own neighborhood. While FreshServe's delivery model has proved successful, recent challenges have surfaced, including a spike in ingredient costs and supply chain bottlenecks, which have forced the company to increase its meal kit prices slightly. However, FreshServe continues to expand its reach and establish local partnerships to address the high demand for affordable, fresh meal kits.
Β
Β
Resource 2 - Gearing Ratios (2023)Β
FreshServe Ltd. reported a gearing ratio of 70% for 2023, showing that a substantial portion of its funding comes from debt. This high leverage reflects the company's aggressive expansion strategy, including investments in local kitchens and refrigerated delivery fleets. While investors have expressed concerns about FreshServe's debt levels, Malik is optimistic that continued expansion will lead to higher revenue and profitability in the long term.
Β
Resource 3 - Production Process Overview
Ingredient Sourcing: FreshServe collaborates with local farmers and sustainable suppliers. Meal Kit Assembly: Ingredients are packed into kits in company-owned urban kitchens. Quality Control: Kits are inspected for freshness and portion accuracy before dispatch. Distribution: Refrigerated vehicles deliver meal kits to clients, focusing on urban food deserts. Customer Support: Customer feedback is collected via SMS for future improvement. Β
Resource 4 - Community Survey Excerpt
A survey by the Community Health Alliance highlights FreshServeβs positive impact: 90% of users said the service improved their diet, while 85% found meal kits more affordable than typical grocery options.
A majority expressed gratitude for reliable access to fresh food, though some noted difficulties in understanding recipe instructions and portion sizes.
Β
Resource 5 - Internal Employee Commentary (Anonymous)
"Honestly, morale here at FreshServe is slipping. A lot of us feel like weβre just being pushed to hit numbers without any real recognition or support. The management team talks about our mission to fight food deserts, but inside the company it feels like that mission stops at the marketing materials. Thereβs little effort to motivate staff beyond constant reminders about deadlines and cost targets. Raises are rare, and most of us donβt see a path to grow in the company. Itβs frustrating because many of us joined because we believed in what FreshServe stands for."
"Our managers seem to have adopted this top-down, almost authoritarian leadership style lately. Thereβs no room for new ideasβjust follow orders, meet quotas, and donβt ask questions. And donβt get me started on their so-called 'lean production.' It just feels like code for cutting corners and squeezing more out of fewer people. Weβre short-staffed in the kitchens, and yet weβre told to keep up the same output without any real process improvements or extra resources. The pressure is constant, and itβs burning people out."
